Is the Black Knight halberd the best weapon in ds1?
In my testing the Black Knight Halberd does more damage than all the other end game weapons, attacks faster, drains far less stamina and its R1 attack benefits from counter damage. Not to mention its giant reach makes getting the counter damage bonus and taking no damage very easy with good timing.

An excellent mid-level weapon with decent swing speed. At 40 Str and 18 Dex, Attack rating is a decent 500. Good for stun-locking weak armored and low poise enemies. Very effective two hand weapon.
Is the Black Knight Halberd good DS?
Effective against all enemies and bosses. From skeletons to dragons. It appears more effective than the fully upgraded (Lightening) Zweihander (even against dragons) or the very good (Chaos) Gargoyle Halberd (albeit without any humanity scaling). As a bonus, you can pick it up and upgrade it fairly early.

I rung the first bell, and came across a really awesome weapon with the name “halberd”. I absolutely love its’ moves, the fast attack has a very decent range and often hits multiple targets, while the heavy attack is dope as heck. Basically bladestorm with only one spin.
