Professors mark them if it’s a small class. Usually the senior years ie: 3rd and 4th year courses but intro courses and 1st year courses, they usually have TAs marking the exams and the professors help out whenever they have the time to do so.

Can I ask my professor to round my grade up?

No, it is unethical to ask a teacher to do anything with your grade unless you can prove it has been inaccurately calculated. It is to the teacher’s discretion if s/he wants to round up. You earned what you earned and there has to be cutoffs, plain and simple.

It varies from person to person. I typically bump up any grade between 78.5 and 80 to 80. If your grade is really 79.6, I think 9 out of 10 professors will round it up to 80, since the final grade is usually an integer, and the other choice—79 makes less sense in this case.
